Sh80bln set aside for Lindi-Dar gas pipeline compensation


Tanzania Electricity Supply Company (Tanesco) has set aside over Sh80 billion for compensating people living along the gas pipeline from Lindi to Dar es Salaam.
 
Payments to people in Somangafungu area in Lindi Region where the project starts, to Kinyerezi area in Dar es Salaam will take place early next month, according to the ministry of energy and minerals. 
Assistant Commissioner for Energy Eng. Innocent Luoga said that people who will be compensated are those living within thirty meters on either side of the pipe line.
 
He was responding to Kinyerezi residents’ concern on why the payments that were scheduled for December last year has not materialised.
“Tanesco is putting together some issues after discovering that some people had cheated during the valuation exercises last year,” said the commissioner.
 
He revealed that some residents claimed that they had storey buildings while they had two roomed-houses and some demanded compensation while they were not within the project line.
 
Luoga clarified in Dar es Salaam recently that the set amount might be reduced or topped depending on the actual number of people to be verified.
 He noted that out of 405 people who registered as eligible for compensations, 88 were not recognised when a team from Tanesco went to the field for verification.
 
Ulongoni Ward Executive Officer, Majura Mutalemwa blamed the Ministry for Energy and Minerals for delaying the payment exercise, saying they were dishonest to the residents. 
 
He called upon people’s wisdom and patriotism since the project was for the betterment of all Tanzanians.
 
According to the letter made available to this paper by residents, dated January 2, this year, the first valuation took place in 2011 showing that Sh35bln was set for compensations. 
 
Luoga said in 2014 Tanesco carried a re-valuation exercise to ensure that people get the appropriate payment after establishing that the compensation rates had changed.
 
The ministry assured them that the set timeframe will not change and that all who have been listed will receive their compensation according to the arrangement.
 
Regarding people who have been visiting the area introducing themselves as valuation officers from the ministry who wanted to evaluate the land, Luoga said they were conmen; warning residents never to allow them do anything and instead should report to responsible authorities once they were doubtful.

Matumla outpoints Chinese boxer


Tanzanian boxer Mohammed Rashid Matumla won on  unanimous points  over Chinese boxer Wang Xin Hua in the World Boxing Federation (WBF) featherweight elimination bout in a 10-round fight on Friday night.
 
Matumla now has a record of 18  won 12, lost 2 and drawn 4 fights, after winning on points as all of the three judges scored him higher than his opponent.
 
Wang Xin Hua has put up 20 fights, won 10 bouts, lost 9 of which 2 of them by knockout and drawn 1.
 
It was a ‘night of knockout’ according to promoter Jay Msangi, at the Diamond Jubilee Hall in the city, with Matumla managing to lead in all of the 10 rounds, connecting powerful jabs to the Chinese.
Judges Robert Kasiga, Sakwe Mtulya and retired heavyweight South African boxer Francois Botha all gave points win to Matumla and announced him an undisputed winner.
 
Botha who was the chief judge said after the fight that Matumla will now fight in the supporting bouts at the world fight of Floyd Mayweather and Manny Pacquiao on May 2.
 
“It is a great chance to Tanzania. You have to use it positively as it will change the history of boxing in the country. Fighting in a big fight like that of Mayweather will draw a new chapter for Tanzania in boxing history.
 
“Matumla has talent. He is a good boxer, having good speed and power. He always connected a packed punch leading to Wang Xin Hua to lose confidence and use much time in defacing rather than fighting. It was an interesting fight among those that I have come across,” the former professional boxer intoned.
 
He also asserted that the Tanzanian boxing is quite alive so the boxing organs should make sure that they promote it at an international level as it will help individuals to find their way in the country and outside.
Matumla said that the Friday night fight was among the toughest fight he had so far been engaged.
 
“It was a tough fight to me but I used extra skills to win the game. My opponent was speedy but thank God I overcame this. Now my focus is on the international fight and I hope I will win also,” he said. 
 
 Bena Kaloki from Kenya won by knockout against Asha Ngedere in the Universal Boxing Organisation Female Intercontinental, lightwelter bout.

Stecia Mayanja Wanted By Police Over Human Trafficking


The singer is accused of taking ladies abroad through her company, STEMA promising them jobs

Just a few weeks ago, Golden band singer Stecia Mayanja got married to Abbas Mubiru in a controversial wedding that shocked the nation, when the mother to the singer rejected her man on the National TV.


Now information that has reached on our desk shows, that singer Stecia Mayanja has been battling many wars during her honeymoon! --- But most shockingly is she was nearly arrested by police while having good time with her husband.

According to the source close to the singer, the Special Investigations Unit police, Kireka sent two officers to her honeymoon hide out after several requests were made to her before the party to appear at police and answer some charges she had earlier committed. We have been told Stecia has been having human trafficking cases pending at Police for about one year now.

 The singer is accused of taking ladies abroad through her company, STEMA promising them jobs but it has been established the “said” jobs are non-existent. 

This was revealed by one of her victims who didn’t want to be identified. 

She says Stecia pocketed her Shs 3 million promising her a job in Dubai but she was shocked to be offered a different job from that in the agreement, upon getting to Dubai. 

She returned and reported the matter to police. Earlier this month Bukedde newspaper reported that 10 ladies had opened up similar charges against the Golden Productions singer.

How relative's phone number can con you


Have you ever received a suspicious call or message from a fraudster who poses as a police officer or bank staff, trying to get money from you?
 
If one thinks this is a joke then here is the true story from one of the victims, a senior staffer with this group of newspapers (name withheld) who was going to lose hundreds of thousands of shillings after members of such a group contacted him, asking for money to release his wife purportedly being held at the police station.
 
According to him, the fraudster identifying himself as a police officer by the name of Frank sent a short message through a mobile phone owned by the staffer’s wife, asking him to send Sh150,000 so that the police would release the wife after she was detained by the police.
 
However, the victim said he refused to send the money to the fraudster believing that the person was trying to trick him so that he could get money easily.  
 
After a few minutes, the swindler called him again through a new mobile phone number, ordering him to send at least half of the requested amount, but the targeted victim maintained his stand of not sending the money.
 
“After a long discussion with him the culprit cut off the phone. However, a few hours later my wife called me but when I asked what happened to her, she said that she had not used her mobile phone for hours and she also refuted the report that she was at the police station at the time I received the message,” he said.  
 
It was not immediately established  how the conman got and used the mobile phone number of the staffer’s wife to send the message to her husband, ordering him to send money to him( conman).
 
Observations made by The Guardian on Sunday this week have revealed that there are complaints from victims of fraudsters stealing basic personal details from bank accounts, mobile phone numbers or the mobile banking system, leaving victims fighting to save their credit records.            
Hundreds of people around the country have been targeted by criminals posing as bank staff or police officers.
 
A city resident who applied for a job in a private company received suspect calls and short messages asking for money so that the person, also identified by the name Frank, could help her get a job.
 
Catherine John (not her real name) recently applied for a job through an online directory ZOOM Tanzania as a Public Relation Officer (PRO) at Clover Industry Limited.
A few days after, she was surprised to receive a message from a man known as Frank who claimed at that time to be in the process of reviewing application letters and candidate credentials for the post.
 
Frank promised to assist Catherine in getting the job after she transfers the first installment of Sh40,000 through Tigo Pesa before 5pm to the same number. He said the money would l help him smooth the path to one of the judges and disclose some interview questions to Catherine.
 
Frank promised Catherine a job and thereafter she would have to transfer again 400,000 shillings from the first salary payment of one million shillings that she would have earned after being employed, to express gratitude. Before she could transfer the money, Catherine was warned by a friend who recalled to have encountered a similar situation.
 
This left the two with the question as to how Frank managed to know that Catherine had applied for a PRO post at Clove Industry, and how he managed to get Catherine’s contacts.
 
Another victim, Janeth Andrew said that crimes involving fraud continue to be a major problem facing people in various walks of life.
 
She said that she was among victims conned by a fraudster who sent a short message requesting her to send some money so that she can be linked to an international modeling agency working with well-known fashion designers.   
Ms Andrew says the culprits asked her to send Sh100,000 so that they can process her details and send them to South Africa-based modeling agency.
 
 “As I love this career I was convinced that they would help me to work with this international agency but after I sent the money the fraudsters disappeared and their phone was unavailable until today,” she said.
 
According to Ms Andrew, the fraudster was very convincing that they will link her with the former Miss Tanzania Happiness Magese, a popular stylist whom the modeling agency has worked with. 
 
The Tigo mobile service provider public relations officer John Wanyancha said he would follow up the reported matter and identify the culprits, and provide feedback to the media in due course.
 
This paper contacted the Tanzania Communication Regulatory Authority Director General Prof. John Nkoma, who claimed that telecommunication services had grown very fast and people are using that loophole to steal money from unsuspecting customers.
 
He said TCRA’s duty as a regulator is to oversee and monitor mobile operator services and not to deal with cybercrime.
“What should be taken are measures to end this problem. There is a need to educate the community on the usage of this technology as well as the need for people to follow regulations and law in order not to fall victim to cyber criminals,” he said.
 
He said cybercrime is like any other offence is handled by the police and not TCRA as the authority only issues licenses to the service providers.
If a mobile phone company goes against regulations, legal procedures will be taken, he said.
 
TCRA corporate communications manager Innocent Mungy said the authority does not have the mandate to control mobile phone fraudsters since all criminal cases are handled by the police.
 
The police have a cyber crime unit which deals with internet hackers, swindlers and all cases of cybercrime reported by the victims.
 
“It’s very hard for individuals who have been conned by swindlers to get details of the culprits from mobile phone operators. Only the police have the mandate to access such kind of information through their investigation desks,” he said.    
 
It is important for customers to be careful in handling their sensitive details such as Personal Identification Number (PIN) to protect their mobile phones against unauthorised access and to report infringements to the police when a person receives a call or message from swindlers asking for money. The Bank of Tanzania has recently stated the need for an Electronic Transactions Act that would seek to provide a legal framework for financial electronic transactions not provided for under the Penal Code.
 
Inspector General of Police (IGP) Ernest Mangu said the police have no control over cyber crime, despite that stakeholders like TCRA wish the police to exert control in that direction.
 
“The responsibility to control and prevent cyber crime lies in the hand of the mobile phone companies and TCRA where they can control and regulate fraud committed through communication devices,” the police chief intoned.
Police officers can only intervene once the victim has reported the incident to the police for legal pursuits, he pointed out.
 
“Thereafter police officers in collaboration with mobile phone companies can conduct investigations and apprehend the criminals and bring them to police custody,” he further stated.
 
The police had so far not apprehended cyber crime operatives who were once mobile company staffers, the IGP added.

JK: No Kadhi Court under the Judiciary


President Jakaya Kikwete yesterday ruled out the establishment of the Kadhi Court within the framework of the Judiciary, stating candidly that the matter will remain in the hands of religious bodies.
 
In a special gathering with city priests grouped in the Peace Committee of Religious Organisations, the president said that even if the Kadhi Court is introduced it will be under Muslim clerics and believers. 
 
He said that the government will not be subjected to run the court, and instead all issues related to the establishment of the court rely on Muslim believers’ decision.
 
“The government stand is that we will not introduce the Kadhi Court. However, Muslims are not restricted in how they handle the matter, and can introduce it under their leadership and not the government,” he said.
The president streesed  that such courts should be religious tribunals governed by faith edicts, not the law.
 
He urged the gathered clerics to encourage believers to vote in the referendum on the proposed constitution, noting he was surprised by the decision made by major Christian groups to reject the proposed law if the government does not heed their call to postpone it.
 
The proposed constitution is not based on any religious ideology and guarantees the right of worship for everyone.
 
Bishop Valentino Mokiwa of the Anglican Church said Tanzanians should educate themselves and spend a lot of time to know what the Proposed Constitution says in order to participate actively in the proposed referendum.
 
Alhad Musa Salum, the BAKWATA chief sheikh for Dar es Salaam said the main issues discussed at the meeting included safeguarding the peace of the country, the new constitution, the Kadhi court, killings of albinos and drug trafficking.

Why Gwajima collapsed


While no authority has come out clear to explain what caused the head of Glory of Christ Church Bishop Gwajima to collapse on Friday evening, one of his aides has said the religious leader’s health status deteriorated right after police began questioning him about the source of his wealth.
 
On Friday afternoon Bishop Gwajima surrendered himself to Dar es salaam Special Police Zone Offices for questioning after he allegedly insulted Archbishop of Dar es Salaam Episcopacy Polycarp Cardinal Pengo while preaching in Dar es Salaam last Sunday.
 
Information from police sources  that later came to be  confirmed by Gwajima’s aide said that Gwajima’s health changed after police started questioning him about the property he possessed, including a newly acquired chopper. 
 
The sources explained further that other issues the bishop was asked by police to explain during the interrogation was his relationship with some prominent politicians and bank accounts he possessed, including the source of money.
 
“The interrogation with police started very well but when police began questioning him about his wealth is when his health status suddenly changed as he was sweating profusely,” the police sources confided to the Guardian on Sunday’s sister paper-Nipashe. 
 
Gwajima’s aide identified as Pastor Yekonia Behanaze confirmed the information from police sources, saying questions about Gwajima’s wealth were indeed asked by police. Pastor Behanaze complained about the manner in which police questioned his boss, saying it was inhumane.
   “You know most of the questions focus on Bishop Gwajima’s wealth something we think was improper,’ he said. 
  
Doctor Fortunatus Mazigo told The Guardian on Sunday that Bishop  Gwajima’s health was not stable, needing special care and treatment…adding that it is too early to establish the cause of the sudden health changes.
The bishop was visited at the hospital by the Secretary General of Chadema Dr Wilbrod Slaa and Prof. Mwesiga Baregu 
Dr Slaa said the doctor would continue examining him and giving him special treatment so that he can recover quickly… adding that it was too early to say anything.
 
“I wish him quick recovery as the doctor continues examining his condition for improvement” he stated.
 
Police officers kept tight security outside the bishop’s room while other fellow church members continued visiting him.
Gwajima was interrogated for an audio and video clip that trenchantly criticised the Roman Catholic Church Archbishop of Dar es Salaam, Polycarp Cardinal Pengo.
 
Few hours later around 8pm during an interrogation, Gwajima health suddenly started to change and was rushed to Kilwa Road barracks hospital for examination.
 
Gwajima was later transferred to Muhimbili National Hospital (MNH) for further check up where he didn’t stay for long before being transferred to TMJ hospital. 
 
Effort to reach Commander Kova for clarification on the reason for sudden Gwajima health changes didn’t yield positive results.
Earlier, Commander Kova said the procedure for interrogation would go in accordance with the law and the suspect would be accorded all privileges he deserves, like having his close relatives with him, a close friend he trusts or personal advocate.
 
Before going into the interrogation room bishop Gwajima claimed that what he did was to reprimand the Cardinal for opposing the pronouncement of the Bishops’ Forum, in which case it was not an offence and that he was surprised by the police to call him to explain for something he did not do.
 
The controversial miracle worker who was being interrogated from 2.20 in the afternoon to well beyond 8.30 was accompanied by some of his followers, including advocate John Mallya.
 
Hundreds of his followers were gathered close to the police building, waiting for their leader to come out.  
 
Church loyalist John Mwakipesile said they were there to support their spiritual leader as they believe he committed no offence.
“We have vowed to camp outside until we see our Bishop come out safe and sound. We know this is a spiritual question so it cannot involve the government,” the loyalist intoned.

YOUNG AFRICANS READY TO 'KILL' FC PLATINUM

YOUNG Africans is looking forward to play against FC Platinum of Zimbabwe in the second leg of confederation cup first round which will be played In Harare the next weekend.
